ANGUS DUNN

Angus Dunn, a project banker in his mid 60s, is an experienced practitioner in PFI.

He joined Operis in 1999 to develop a PFI financial advisory business, and was appointed Chairman of the company in March, 2005.  In the intervening period, Operis had advised bidders in over fifty bids, achieving success on over one third of these.  He retired from Operis in June, 2007.

A project banker since the early 1970s, he has practised with Morgan Grenfell, Manufacturers Hanover, as head of the Group Private Finance Unit at Tarmac, and at DoE, KPMG and Operis, as well as for various periods as an independent.

He has participated in PFI projects across the sectors, including transport, health, education, prisons, environmental and archiving.  On the public sector side, he has advised transport, local education and police authorities.

Much of his career has been at the City interface with Government. He was responsible for Morgan Grenfell’s export finance business from 1972 to 1983, involving close collaboration with ECGD itself, and also with Treasury, Department of Trade and Bank of England. He spent three years in the early development of the Channel Tunnel project, working closely with Department of Transport, and subsequently bid the Birmingham Northern Relief Road and developed concepts in relation to other road projects which were under discussion at the time. He was seconded to DoE for a six month period in 1996, where he formed part of the team which let the franchise for the operation and maintenance of Docklands Light Railway. His PFI experience has included projects for the Highways Agency, NHS Trusts, the Prison Service, Local Authorities, MoD and the Environment Agency.

Angus was a member of the Diplomatic Service from 1968 to 1972, serving in London, Kuala Lumpur and Bonn.

He is married with three grown up children, has an MA in Economics from King’s College, Cambridge and is a Fellow of the Chartered Institute for Securities & Investment
